Bolivia Government Ensures Referendum Poll
La Paz - The Bolivian government offered today guarantees for the development of the nationwide referendum on the land and the new constitutional text, slated for January 25, 2009.

According to Foreign Minister David Choquehuanca, those conditions will also be given in the northern department of Pando, in state of siege since September 11 after a massacre of land laborers.

The FM advanced that next Wednesday, the cabinet will assess setting a date to lift the exception state in the Amazonic region of Pando, where the prefecture carried out a massacre of land laborers that left 18 dead and over 100 missing persons.

According to the election calendar, the campaign for the Yes or No to the new Charter will start on November 23 through January 22 next year.

Previously, the Executive had explained the decree on the state of siege in Pando had responded to the crimes of lesser humanity organized by criminal groups.

Also, the climate in that region was of internal commotion, as order and peace were altered besides road blockages and damage to public property.

On this issue, the minister of Defense, Walker San Miguel explained to Prensa Latina that the armed forces and the nacional police were torced to Project institutions and constitutional order in Pando, something that the population still demands.

San Miguel also described as illegal the recent rulings of the Penal Court in Chuquisaca which seek to favor the ex prefect of Pando, Leopoldo Fernandez, under arrest in La Paz, accused of murder and terrorism.

He also dismissed that Fernandez could be transferred to Sucre to be traed, after the habeas corpus resource presented, as it is a maneuver to set him free, he affirmed.

San Miguel announced the beginning of a trial for traffic of influences, malfeasance and unconstitutional deeds as well as legal norms against councillors of Chuquisaca, Osvaldo Fong and Elena Lowental.
