participate at the 9th
Biarritz Forum, a
traditional scene to
discuss cooperation and
world first top issues
with Europe.

Republic President
Leonel Fernandez,
Spanish government Vice
President Maria Teresa
Fernandez de la Vega,
and former Argentine
President Nestor
Kirchner will officially
participate.
Fernandez is in Paris
since Saturday, where
she visited the
University of
Paris-Sorbonne and met
with businessmen from
France, and from the
European Aeronautic
Defense and Space
Company EADS.
DR President is
scheduled to meet with
Fernandez de la Vega,
former Colombian
President Ernesto
Samper, and with Senator
Didier Borotra, Biarritz
Mayor.
The Caribbean official,
to later visit Qatar and
the United Arab
Emirates, will give a
speech in Biarritz,
entitled "The
Speculation of Oil and
Food Issues in World
Markets".
During the colloquium to
be held on Nov 3-4 at
the southeastern city of
France, the state of the
Latin American-European
ties and the
international financial
crisis will be tackled
with Prime Minister
Francois Fillon, guest
of honor.
Former President of
Chile Ricardo Lagos,
Vice President of
Paraguay Federico
Franco, Mexican Congress
Deputy Cesar Duarte, and
the Head of the
Commission of Permanent
Representatives of
Mercosur Carlos Alvarez
will be also present.
Organizers also reported
the participation of
former President of
Portugal Mario Soares
and Venezuelan Foreign
Affairs Minister Nicolas
