Stagno was back in Costa
Rica this weekend after

Rwanda and South Africa.
The Foreign Minister

success and said it gave
him a chance to promote
some of Costa Rican

pet projects such as the
Costa Rica Consensus, a
new alliance for
development that
promotes opportunities
at a global scale and
urges a reduction in
military spending.
Within this consensus,
Costa Rican officials,
are proposing that
developed nations pardon
the debts of developing
countries so that more
can be spent on health,
education and housing
and less on arms and
soldiers.
"It's time to break the
borders and open up
ourselves to the world",
said Stagno.
Costa Rica is vying for
a seat on the UN
Security Council for
January 1, 2008 to
December 31, 2009. The
UN vote will be on
October 16.
