Commission Approves Motion To End Riteve Monopoly
The Comisión de Asuntos Jurídicos de la Asamblea Legislativa that is studying the reforms to the Ley de Tránsito (traffic laws) unanimously approved a motion to break the monopoly for vehicular inspections now held by Riteve S.A.

The motion was presented by Libertarian Mario Quirós and was supported by all the members of the commission panel.

According to Quirós, the commission agreed to go back to a plan where vehicular revision is offered by a greater number of shops and companies.

Quirós said that vehicle owners should have the freedom to choose where they want to take their vehicles to be tested.

"We proposed that mechanics shops should be qualified. I hope that this will stay in the proposed law, although we have heard from the Ministerio de Obras Publicas y Transportes (MOPT) that the proposal be removed", said Quirós.

The legislator contends that the monopoly given to Riteve and the prices it charges were established unconstitutionally and that the vehicular inspection be taken from the hands of the Consejo de Transporte Público (public transportation council) and be placed in the hands of the Consejo de Seguridad Vial (road safety council).

Quirós added that he sees it strange that the MOPT is pushing hard that the vehicular inspection not be tied to the reforms to the traffic laws, since one of Costa Rican president Oscar Arias' promises was to eliminate the Riteve monopoly.
