Future Telecom Operators Must Ensure Quality Services
The Comisión Especial (special commission) that is studying the Ley General de Telecomunicaciones (telecommunication laws) approved a motion that obligates future telephone providers in Costa Rica to guarantee services of high quality.

The commission approval was unanimous as the objective of the discussion panel is to protect the rights of users to have efficient services, that including coverage and guaranteed privacy and confidentiality in their communications.

The legislative deputies, Ana Elena Chacón and Lorena Vásquez, of the Partido Unidad Social Cristiana (PUSC) affirms that the motion will be included in the reform of the telecommunications law to ensure fair competition when the market is opened.

"We have said over and over again that the socialcristianos are in favour of opening, however as long as there is strong regulation that calls for quality services and fair prices", said Vásquez.

The commission was convened to face the opening of the telecommunications sector following the approval of the Tratado Libre de Comercio (TLC) - trade agreement with the United States.


The approval of the Ley General de Telecomunicaciones by the Legislative Assembly would remove the telecommunications monopoly on cellular, international calls and internet connection from the state institution, the Instituto Costarricense de Electricidad (ICE). The reform would not affect fixed line telecommunications and would continue to be exclusively in the hands of ICE.
