Guatemala is a Collapsed State,
UN
The
United Nations Human Rights High
Commissioner Anders Compass
considered on Saturday that the
Guatemalan State has failed and
collapsed, after the many
crimes, in which officials and
police agents have been
involved.
"It is easy to warn, concerned,
the security situation is
deteriorating at a brisk pace,"
said Kompass, referring to the
assassination in this country of
three Salvadorian deputies and
their driver, and the later
execution of the agents made
responsible for the incident.
The UN representative said daily
these cases prove how corruption
and the organized crime have
penetrated, and are operating
within the security
institutions.
For the official, violence and
impunity in Guatemala affect
seriously the work, reliability,
and credibility of several state
institutions and authorities.
Besides, impunity violates
legality and weakens democracy,
he said.
Questioned about the need to
reorganize the security system,
Kompass reminded that
responsibility always falls on
the top commands.
