Military Useless in Salvador

The El Salvador Human Rights
Ombudswoman, Beatrice de
Carrillo, criticized the
disastrous decision to appoint
military officials to the penal
boards of El Salvador.
The official affirmed that if a
specialized force was unable to
keep order it would be an
impossible task for those who
have no experience in the prison
system.
After explaining that the
situation in Salvadoran prisons
is catastrophic, the
organization has presented
proposals to gradually solve the
problems but authorities have
lent a deaf ear to the demands.
There are 14,682 persons
distributed in 19 prisons in the
Central American nation while
humanitarian organizations
stress they only have capacity
for 7,372.
There are frequent outbursts of
violence because of
overpopulation and
indiscriminate mixing of
prisoners without considering
their crimes.
In September of last year there
were 28 killings in the
Salvadoran prisons. Last
January, the penal institutions
of Apanteos, in the western
region of the country, 21 were
killed.
