His Holiness Congratulates New President of Costa Rica
His Holiness the Dalai Lama sent a congratulatory letter to Dr. Oscar Arias Sanchez for being elected the President of the Republic of Costa Rica.

In his letter to  Arias, His Holiness the Dalai Lama said, "I would like to convey to you my warm felicitations on your being elected the President of Costa Rica for the second time."

"As the President of your nation you will also be able to promote more effectively your efforts towards disarmament and demilitarization in the world."

Arias, 65, won the Nobel Peace Prize in 1987 for his work as a mediator to help end the civil wars that wracked Central America in the 1980s.

Arias will take office on 8 May, taking over for president Abel Pacheco.

The transfer of power will take place in the Estadio Nacional in the Sabana. Arias says that he was elected by all Costa Ricans and the national stadium is the public building large enough for all Costa Ricans to see him in full living colour and the most traditional of locations.

"The commission in charge of organizing the transfer of power can think of other locations, but the most traditional is the Estadio Nacional", said Arias.

Since the proclamation on Tuesday, Arias,along with his brother, Rodrigo Arias, have been working on defining his cabinet, which he said will be made known as soon at it is ready, not a moment sooner and not a moment later.
