phone in Costa Rica? No problem
as long as you a resident. That
has been the standing policy by
the Instituto Costarricense de
Electricidad (ICE) - the state
monopoly on telecommunications -
for foreigners wanting to
connect to the cellular network.

The exodus to the beaches and
mountains begins tomorrow when
some 2 million people are
expected to be on the move for
the Semana Santa holiday. And
the Policía de Tránsito (Traffic
Police) will be out in full
force all week and use a zero

power and telephone lines,
police yesterday confiscated
some 20 tonnes of what appears
stolen cables.

three smuggling suspects in a
high-speed chase 900 miles
southwest of Costa Rica,
outracing a "go-fast" speedboat

Traffic Accidents
During the coming days,
officials of the Policía de
Tránsito (traffic police) will
begin a new campaign to reduce
the increasing number of traffic
accidents on the country's
highways, especially during
Semana Santa, when ten of
thousands head for the roads.
