cars in downtown San José
yesterday morning. However, the

of rats - the four legged kind -
and cockroaches, to the point
where the Ministerio de Salud is
almost ready to close down the
entire building following
complaints by workers.
Policy Permitting Shark
Finning Overturned
On July 28, 2005 the
Constitutional Court (Sala IV)
Rica ruled that shark fins must
be landed with their fins
attached in natural form,
overturning the policy of the
National Fishery Institute (INCOPESCA)
which had allowed shark fins to
be landed tied on to shark
bodies.

A strong earthquake shook
Nicaragua and northern Costa
Rica before dawn Wednesday, but
no injuries or damages were
reported.
Pacheco To Travel First Class to
the Orient
Between August 11 and 22,
